About receipts in private schools

Today I have sent a query to Section Officer,education department. Matter is self-explanatory. Corruption is eberywhere.
Hello sir/madam,
I wanted to know if private schools supply books/stationary without giving receipt, is that legal or illegal. They also collect money for extra-curricular activities like dance, karate etc. Is that leagal. Whom should we approach to make government aware and take corrective action? Is there any website from your department where I can record this query/complaint and get status updates on action taken?Should you need more info on this kindly feel free to call me at xxxxxx.

I was asked to contact DC of Bangalore rural dist. But his/her published official email ID (dcbr@bgl.vsnl.net.in) does not work. It seems next route is phone.

I have receieved 2 calls from DCs office.They have assured to take some steps on this, but provided a mention the name and address of any specific school , though it was mentioned that problem is of generic nature. Fullstop after logic end for follow-up :)
