Elsewhere in Praja there  are posts on 'Killing Lakes' supported be excellent documentation.

With oodles of  funds coming in from JNNURM, why can't Govt / BBMP / Zilla Panchayaths recharge the lakes from dying and create a source for collecting rain water when it pours? We have money pouring in from Delhi and soon it will be monsoon. Have they thought of reviving all our waterbodies in Bangalore ( even all over Karnataka) by consturcting suitable feeders and enbankments  to collect water? Recharging our lakes by natural and artificial means is the best way so that we have canals, small lakes and tanks, wells etc  and water is available for both drinking and agriculture in urban and rural areas.

On a priority , they should  use JNNURM funds mainly for this.
