One of the ammendments in the year 2005 to the The Central Motor Vehicles Rules, 1989 says
"It has been made mandatory for the manufacturer to supply a protective headgear conforming to BIS Standards at the time of sale of the two wheelers, subject to the exceptions under Section 129 of Motor Vehicles Act, 1988."

I was just curious to know how many people purchased a 2 wheeler after this ammendment and how many actually received a protective headgear from the 2 wheeler dealers / manufacturers.
