Bangalore Police - performance data
silkboard - 28 September, 2010 | Bangalore | governance | law and order | Police | BCP | Crime | Citizen Reports | stats
So, how much do you know about Police's performance. Policing is on part of infrastructure that doesn't get 'reviewed' as such. And thanks to movies and what not, our take on police is mostly based on misconpcetions, and not data.
Interest in data side of policing got sparked after I attended a talk by Mr Shankar Bidari over an year ago where he mentioned that detection rate of Bangalore police is considerably higher than that in many places in the west. He had data to back his claim, and after the meeting, like a true blue praja, I asked him for a hard copy of his speech itself. He was surprised, but nice enough to hand over whatever printed sheets he spoke from.
Here is the data he had shared (breakup of total IPC cases), till July 2008. Have requested him for current data. But look at this and comment if you happen to know benchmarks for detection rates. And yeah, a common grouse against such data is that "report rate" (percentage of crime that get reported) itself is very low in our country, and that tends to inflate the "detection ratio".

karnataka police website, good work is on

Talking about data on police, don't know if you have noticed, but Karnataka State Police website has been going through a nice makeover.
They are publishing almost daily "crime reports" from many districts. Interesting thing though is that I was not able to find daily reports from Bangalore City or Bangalore District.
Other problem is that there are no pure data reports - excel sheet or simple tables showing trends or comparative numbers.
What I have shared above is not available on BCP or KSP website.
looks like people are afraid to ...

... discuss police in general. Well :)
Anyway. Have written to Comissioner's offfice requesting for latest data on crime statistics. In particular, I am interested in data by area / police station. That could tell you the most and least safe areas in our city.
Crime Table Information

The table above can be made clearer & more informative if the IPC codes & abbreviations were detailed (as to what crime they refer to).
According to one earlier news report, an estimated 60% of crimes (mostly petty crimes & thefts) go unreported in India. One of the major factors is the reluctance of police to file FIRs (increases their workload). The other common reasons cited are: (1) Reluctance to report loss (theft would reveal ill-gotten wealth); & (2) Social embarassment (in rape cases).

Is that the detection / reported ratio? Some links for crime rates for cities with comparable pop. to B'luru (see city popultaions link below); no detection rates though.

The only detection rate I could find online:

India level data, detection vs conviction
silkboard - 29 September, 2010 - 19:51
An easy benchmark for Bangalore/KA police would be national level data published by national crime records beaurau. Head to http://ncrb.nic.in/. Found 2008 All India data. Didn't find the word "detection". But found a "conviction rate", and "pendency percentage".
See all India 2008.
Then see state-wise break up, 2008 again
