Curious case of Blr Footpaths

Have been observing footpath related activities..especially around Basavanagudi/Hanumanth nagar area since few years..BBMP does the footpaths over and over again..this happens almost once in two years..initially there was the kuddapa stone(undressed) as the foot path..this was changed to dressed kuddapa..
This was replaced by concrete slabs few years ago
Now that is removed and they have anti-skid tiles
SO was just wondering if the foot paths have any life at all..why does BBMP go laying footpaths again and again..I understand that a tarred road has a certain life and thats the reason(I guess) they dont relaying the road too frequently..shouldnt footpaths also have a life period?
Always thought that now BBMP was bankrupt and did not have any money for projects..but even these days they are vigourously involved in relaying footpaths..the latest work is happening near corporation on the road connecting SP road with corpn circle..the drains have decent concrete covers..these are being deliberately demolished and they are relaying that footpath there..
What controls can we put on such activities??..and stop pilferage..

I have had a similar concern in ST bed here, where rework being done and footpath were again redone.
I am not sure why money spent there to look them beautiful when they are still not useful for pedestrians.
Also, trees being choked at the base/roots when the footpath rework being done.
