Regional groups clash?

How do you like a news item like this (labourers clash at Bangalore):

Around 1.30 am, labourers, mostly from North India, attacked the sheds of other labourers. ... police arrived at the spot and restored normalcy... troubled erupted again at 8.30 am when labourers from Karnataka were going for work ... another clash erupted. More than a dozen labourers from both camps sustained injuries.

And a development like this:

On hearing about it, Karnataka Rakshana Vedike activists arrived on the spot. The police arrested as many as 40 labourers. "All these days, nothing had happened. It started last night after a labourer tried to rape a girl,"

A small news report, but going by the number of policemen I saw at Kundalahalli at noon yesterday, the situation must have been tense. When it gets into North Indians aka outsiders vs locals, and camps get formed, you could suspect that some people will be interested in keeping the fire alive.

Hope it was a regular law and order problem and was treated as such.
