Simple Solution to Ganesh Mandals and digging of the roads

We all agonise each year over roads being dug up by Ganesh Mandals (Lokmanya Tilak must be restless seeing what his efforts to pull the community have come to).
In the past, I have suggested that barrels are used to support bamboo pole's. One can either fill the barrels with sand and rubble to support the pole or even produce pre-fabricated barrels filled with concrete with a central gap to secure the pole. I have seen such pre-fabricated barrels in use in UK where they are used to erect temporary traffic lights during road works.

This will be handy for all our politicians who get their giant larger than life props erected everywhere as well.

Can be a decent business opportunity for someone who can supply such prefabs (I am sure politicians and builders can ensure good turnover all year long).

Provided our politicians and organizers have civic sense and are willing to think right!. Roads come free of cost, right?. Sorry to be sarcastic - sometimes I feel lost when our fellow countrymen act as if they are from the stone-age.

I share your frustration, but gave up on cycnicism a while ago.
I am asking to focus on offering a solution.
There may well be other solutions.
I have already communicated the above to Pune Commissioner and few NGOs. I am hoping a protocol demanding use of above or similar methods is put in place.
