Earlier DULT had assigned DPR to RITES including survey for Bangalore Suburban Rail. 

RITES has assigned work on survey  to  Delhi based company Center for Market research Social Development Private Ltd

Now this Delhi based company has outsourced the survey to Global Visision NGO.

Now  we can see what survey out come will come thru such mechanisim.  Requirement is to get the Bangalore Suburban Rail,  but its beeing driven in wrong direction and  decisions based on such survey out put we know,  will be cooked up decision.
