The NCAER study of state policies affecting competition in Passenger Road Transportation Sector, commissioned by the Competition Commission of India in March 14,2007, recommends major role for private players.

They are as below:

Model Proposed:
PPP: Competitive Bidding for permit granting and assigning routes/ Franchising or Contracting of routes& USO Implementation

Organisational Arrangement: Competitive Tendering Department in STCs

Regulators:

  • Federal - to ensure Motor Vehicle Act, properly Interpreted in tune with the Competition Act 2002
  • Regional - Equal Treatment for Public and Private Operators; Same taxation regime; Allow accessibility of private operators to public bus shelters.
