The Transport Commissioner, Shri Bhaskar Rao is going to increase the fines and enforce traffic rules better in Bengaluru:

He should seriously consider options such as the "denver boot" for vehicles that are parked opposite driveways and other negligent drivers.

The article is about having recruited the services of 400 home guards that has resulted in doubling of traffic fines collected.
Nowhere does it say that Traffic fines are going to be increased - I did'nt see it on this article.

Yes it speaks of increase in fine revenues due to the involvement of Home Guards and not about increase in penalties. The increased involvement of the Home guards should be actively encouraged.
The report does not however state if the Home Guard personal were authorized to collect fines. If that is the case it is indeed a very positive move.
Considering the manpower short age that the traffic police is facing, this extra fine collection could be used to pay for the Home Guard services and other private people. With the amount of traffic violations that happen in Bangalore, there is no way that this model can fail.
