Outer Ring Road project - work first, tender later?

ORR tenderIt was a bit puzzling to spot this tender from BDA in newspapers last week. Dated Oct 15, it called for "Improvements to Service Road of Outer Ring Road from Marathalli underpass to Central Silk Board junction (missing bits)". At least on the tenderwizard site (click for all recent BDA tenders), there is no other older tender calling for improvements to these service roads. The puzzling part however is this. Service Road improvement work is already in full swing! In fact, I have been noticing digging work for over a month now.

Metro shoddy too?

Read in newspapers last week that if things go as being planned Hyderabad will end up getting a 71 km long Metro for free! Actually, not just free, they will end up getting paid some money (Rs 1240 crores, about 10% of the project cost of Rs 12410 crores) by the winning consortium. Read it yourself, this biz-standard article - Hyd to get 71 km Metro for free. Stats to compare from cost angle are - 65 km Delhi Metro comes at Rs 10500 crores, and 42 km Bangalore at Rs 6500 Crores, both are state funded.

The latest Comptroller and Auditor General of India report has revealed that of the Rs 174.59 crore collected by the local bodies between 2004 and 2006 towards cess, only Rs 5.33 crore was transferred to the Government.

Large PPPs like BIAL - ripe for corruption?

[A Request - This is a carryover from talk of corruption and transparency that emerged in this HAL-BIAL thread. Please don't drag the peripherals like big people wanting airport in their backyard etc into this. Add your wisdom and tips that are relevant here.]

We really want to understand this. What are the transparency and disclosure norms for PPP (Public Private Partnership) Projects? Looks like they don't come under the purview of RTI Act, at least the matter is not settled yet (We believe BIAL has filed an appeal against a court verdict that put it under RTI). Does lack of transparency set PPP projects up for corruption?

Short term fix - Lease out HAL airport to BIAL?

On the ever so hot HAL vs BIAL debate, I saw an interesting letter to editor column of TOI (Fri Mar 21) where author Narayan G sort of suggested this - Why not lease HAL airport to BIAL itself? That could be a short term fix till BBMP/state government improves connectivity. BIAL would get revenue from HAL as well as BIAL for sometime, hopefully that will give them enough revenues to keep them from going to courts over breach of contract. We would get better facilities at HAL airport. And since BIAL would want to gain efficiency of operations by consolidating all air traffic at BIA, they will keep pushing everyone on the connectivity issue and wouldn't want to hang on to HAL for ever.
