Large PPPs like BIAL - ripe for corruption? admin123 - 25-JUL-2008
[A Request - This is a carryover from talk of corruption and transparency that emerged in this HAL-BIAL thread. Please don't drag the peripherals like big people wanting airport in their backyard etc into this. Add your wisdom and tips that are relevant here.]
We really want to understand this. What are the transparency and disclosure norms for PPP (Public Private Partnership) Projects? Looks like they don't come under the purview of RTI Act, at least the matter is not settled yet (We believe BIAL has filed an appeal against a court verdict that put it under RTI). Does lack of transparency set PPP projects up for corruption? |

The report in the papers about Karnataka's plan to set up a 2000 MW power plant in Chhattisgarh (vide report captioned 'Chhattisgarh plant to ease power woes' on page 7, TOI of 23rd July - the text is reproduced below, since, apparently because of a goof up by TOI, the 'link' is taking it to a diffrent text) denotes a refreshing change in the mind-set of the powers that be heading the state power sector. |

I was wondering, why not create an "Electronic Tree Exchange" right here on Praja. The aim of this should be simple - exchange trees between people instead of killing them outright. For example, a mall feels having a fully grown Gulmohar tree is blocking it's access and wants to take it down. But in another part of a city, a citizen has space for the tree in his/her plot. The mall can post details of the tree and the citizen interested could take it from the mall at the cost of the citizen or any other arrangment between the donor and taker. |
