RTI through Consumer Clubs

THE Right to Information Act makes it obligatory on the part of the Government to educate the public about RTI. By this time the Central and State Governments should have published user guides to help citizens use RTI effectively. Now after three years, there is talk of introducing RTI in the school syllabus. The BIAL-RTI efforts workgroup is working in the back preparing the ground for filing the applications. In fact today we had the first Telephonic Meeting to discuss the further actions on this front. As of now, this is the status on BIAL-RTI efforts (see original post):

In a landmark judgment, the State Information Commission ruled on Monday that Bangalore International Airport Limited comes under the purview of the Right to Information Act. The judgment is expected to have far reaching effects on other PPP projects in the state. See: BIAL is public authority.

What BDA spent on Abide

Mr A pulled out BDA's expense report on Abide (remember this event?). He found that BDA spent Rs.21,86,487 for that full day session at IISc. See a similar news reported about BBMP (Biscuits worth Rs 50000). That small event has allegedly been over-accounted. The same can't be said about Abide event, this is pure information for public consumption.

Potholes on Roads tarred one month back!!

An Arterial road in Ejipura got tarred in July. Within just 3-4 weeks there are major potholes on major junctions of the road.

Small money corruption - why BBMP why?

Assuming Mr Basavaraj Itnaal got his facts right in this Deccan Herald news story, what does it say? Thats why we keep saying - proactive disclosure is a must. Do nothing else BBMP, just do this. Just put details of all your activities - planned expense, actual expense, receipts reports - on your pubilc website.

Dear Praja community members,

Much has been written and discussed about the Bangalore's new airport "Bengaluru International Airport Limited (BIAL)".There has been views/counterviews ranging from one end of the spectrum to the other. There are rumors, gossips and online comparisons to judge the new airport. Things have not been very transparent and fully not in public domain to say definetely one view/opinion is correct or the other. Even before airport it started its operation on night of May 23, it has been in the midst of various controversies, appreciations and equal amount of criticism. Therefore the picture about BIAL is not very clear and certain about its ability to serve the aviation needs of Bangalore and its citizen. For an objective and honest conclusion, true facts are required. Only true facts and figures could tell us the real story of BIAL.

Large PPPs like BIAL - ripe for corruption?

[A Request - This is a carryover from talk of corruption and transparency that emerged in this HAL-BIAL thread. Please don't drag the peripherals like big people wanting airport in their backyard etc into this. Add your wisdom and tips that are relevant here.]

We really want to understand this. What are the transparency and disclosure norms for PPP (Public Private Partnership) Projects? Looks like they don't come under the purview of RTI Act, at least the matter is not settled yet (We believe BIAL has filed an appeal against a court verdict that put it under RTI). Does lack of transparency set PPP projects up for corruption?
