Sewage water treatment in Apartments

I have a question regarding operation of sewage treatment plants in apartments. 

I live in a community which has 300+ flats, and we have constant complaints on the sewage treatment plant from the KSPCB. One of the major complaints is about the treated water being thrown out to the storm water drain.

An interesting development caught my attention.  Would not have noticed in such detail if I was not following the PCB for some other issues.

Dr. Vaman Acharya (MBBS) has been appointed as chairman of the Pollution Control Board after the term of Mr. A.S. Sadashivaiah came to an end. This appointment has been subject of some PILs in court.

They have 10 offices in Bangalore alone (isnt that good news ;)
They have a lot of laboratories which are set up for KSPCB for data analysis and data gathering.
  
The site says "Samples collected by the Regional Offices of the Board, Industries, Organizations and from general public are analysed."
When i read this I only get evil ideas (evil because it might not be fun for a lot of people)

They have listed a number of parameter that they analyze.
Industrial waste water has: 41 parameters
Air: 6 parameters
Water: 26 parameters.

They have things like "monthly avg result of national ambient air quality" and "classification of river water quality as per GEMS and MINARS"
The only small, tiny winy problem is they have failed to update any new reports and the last one is of 2007.

The last annual plan has been put up for year 2006-2007.

So I have a simple question, what happened to KSPCB? Does it exist? If it does then where are the reports?
If they have reports then cant we file RTI to get it?

Proposal: Green Score system for KSPCB/BBMP

Scaling up infrastructure and managing expectations of the greens isn't an easy job. A protest worthy job here and a green initiative there, one would expect to see some balance, and even better a system to quantify such balance. What if a body (BBMP or KSPCB) was to keep track of "green score" lost or scored on every project running in the city?

Killing our lakes - Hebbal/Nagavara Lake example

See the image below - it shows the Hebbala and Nagavara lakes. I am told by the locals that the area covered in the red boundary once formed an elaborate and huge lake system. The system first got divided by the Bellary road and the region right to the road subsequently dried out. This region was taken over by the UAS and they used it for rice/paddy crop experiments.

Last month, I spotted two notices from Prestige Group announcing environmental clearances for their projects (Dynasty, Exora). What caught my attention was that document numbers and a website were mentioned, I assume for us, the public, to see the documents for ourselves.
