Skywalk near EGL campus on Inner Ring Road Domlur Junction

As we have talked a lot about public transport as well as pedestrian friendly infrastructure, many of Prajagalu's must be aware of the fact that thousands of people cross the road in front of EGL campus/DELL office on Inner Ring Road, Domlur. Still there is no safe way and no right of way for the pedestrians. We advocate for use of public transport but think of people coming by buses and putting their life in danger and extreme risk while crossing the road in front of EGL campus. Vehicles coming at good speeds (with no fault of theirs) can also be victims of the same. I have discussed the same with Mr. Sood about possiblity of the skywalk or footover bridge on this place, and he told that BTP has advised/referred to BBMP long back about the need of foot-over bridge over here but after that nothing has happened so far and everyday a lot of people are just crossing the roads believing their fate.

Mr. Sood has sent a letter to me, which I attached here as well, it has some details about the foot-over bridge permission, reference etc.

Since, its written in kannada and I don't know how to read, I need some help here. I tried to get help from a few friends, but since its too formal and pure kannada that even they couldn't help me much.

(1) Please help me with the content

(2) How can I approach BBMP (or the concerned authority) to get this work done?

(3) Do I need to file RTI to find out why its getting delayed (I can ask question about the status, start and completetion date etc)

Or, any other suggestion to make this foot-over bridge reality soon, please come-up with the practical suggestion.

@ Deepak  -  Do check with Ms Geetha, Inspector, Traffic, Ulsoor sub-dvn, on 94808 01815. She is co-ordinating from the police side.

Do anybody have any previous experience regarding the similar things, writing a letter to above 2 address (email plus registered-post) should be a good start? or suggest something else?

What should be the next to make it actually happening once its heard?

It means, I need to follow up with the Ad Agency or with the govt authority, whom this Ad agency has to submit the plan and get it approved? I can ask govt agency as why they are not making Ad agency to do it fast, what are they waiting for ?

The govt agency whom they report to, will be BTP right? Ulsoor PD right?

Ulsoor PD has been asked by BTP to coordinate the installation but the transactions of plan submission & approval and commercials will be between Vantage & BBMP. So you can start with speaking to somebody in Ulsoor PD with a copy of this letter.

BBMP has accorded permision to build it on BOT model for 5 years initialy extendable to 25 on gok permission & passed the ball back to BTP. BTP is expected to submit a plan/map and proceed with building it. Sood has instructed Ulsoor PD to get it done fast ( this is in english). Congrats, you may get the overpass. Check with Ulsoor PD, and make EGL throw you a party. Praja will take treat from you later. Looks like this request has been pending from 2004.

Ya, I read that part where Mr. Sood is asking to Ulsoor PD to get it done.

Also there is a mention of "Vantage Advertizing", what is that for? Do they also supposed to do something? Are they also involved in delay?

Shall I write directly to Ulsoor PD?

... not BTP. BTP is only on the CC List. BBMP is asking the Vantage Ad agency to draw up plans, get it approved and build it.

I suggest you make a trip to Ulsoor Traffic Police station, and try to meet the DCP/ ACP in-charge, taking the letter from Mr Sood along with you. The letter will ensure that they take you seriously. Thereafter, the follow up can even be on phone. Give me a call. I can go with you.

It may also be a good idea to involve the local Corporator.

The only problem is you'll have a FOB just like the one beyond the Indiranagar fly-over, or the one near the Sophia high school (check this), which are more advertiser-friendly than pedestrian-friendly.

Murali Sir and I have met with the ACP, Traffic, Bangalore-East and showed him the copy of the letter I had. He advised us to write and talk to Vantage Advertising people and also to tell them that he wants to extend his full support for the construction of the skybridge. Murali Sir has written a mail to the contact people in Vantage Advertising and we are still awaiting response.

Last evening, Ms Geetha, Inspector, Traffic, Ulsoor sub-dvn, called to say that her effort at contacting the agency had not quite borne fruit, and to ask if I had made any progress in the matter. I stated what I had done, and that I will call them up today. I got through to the office this morning. They have seen my mail, and a certain Mr Harry Benedict (presently out of the city) is supposed to respond to me soon.

Whatever, with the new pro-activeness of the traffic police in the matter, I expect some positive outcomes soon.

Harry Benedict, Manager-Operations, Vantage Advertising Pvt Ltd, has finally responded as below:

Dear Mr.Muralidhar,
 
This is refers to your Mail regarding foot over bridge near Dell, we would like to inform you that we are always interested in the project and also we would like to bring to your notice that we are facing few issues to start the work:
 
1. There are 11kva line on  both sides of the foot path and also a transformer opp Dell which needs to be shifted. We have communicated to the BBMP and in return they have also written to the Bescom, unless this is cleared we are unable to start even the foundation work.
 
2. Our file is in the BBMP council which has gone for approval, we are expecting it to be cleared by the Council in this monthly meeting which scheduled to be held by this month end.
 
So please kindly bear with us and we will inform you the progress by this month end.

I have additionally requested Mr Sood to use his good offices to further the matter with both BBMP as well as BESCOM. If any one knows the local Corporator for an additional push at BBMP, it'll certainly help.
 

Murali Sir,

As the first point above says the trasformer shifting, then going by the Mr. Manivanan Sir's comment here, we can ask about the BBMP request for shifting transformer to BESCOM? Or If already reqested, what is the status?

Also,

Isn't it possible or rather feasible/practical from BBMP perspective that skywalk's current proposed location can be shifted a little here or there so that transformer doesn't come in between, or that itself a painful and ongoing process with BBMP?
