On the one hand the city whines that it doesn’t have a “lifeline” like Mumbai’s suburban trains. It clamours for Metro and other high-speed rail networks. On the other, South Western Railway (SWR) is planning to withdraw the train service from Yeshwanthpur to Devanahalli via Bengaluru International Airport (BIA) just a year after it was introduced.

CM requesting Planning Commission to sanction Commuter Rail on cost sharing basis

With reference to Bangalore, Mr. Yeddyurappa said the Railways should take up Commuter Rail Project in partnership with the State Government on a cost-sharing basis.

The project would provide connectivity on the north-south and east-west access of existing surface rail lanes in Bangalore, he said.

Going through the minutes of the meeting for "Namma Railu Round Table Event at Cistup, IISc" last August 30, 2010, one get an interesting insight into mind and thinking of Railways. In this case, railways is represented by Bengaluru Division of South Western Railway.
